Tachometer sluggish/rubbing?

Tachometer sluggish/rubbing?

I have a 2001 SE 5spd manual. I recently switched the heads off my cluster from my 2000 gle. (I like the black better than the silver) I went to pop the needles off the speedometer and tachometer. Both of the shafts popped out with the needle. No one explains anything about the acctual stepper motors that spin the needles like rpm etc…. Any way I pushed the shaft with the needle back into my cluster and my speedometer works great but my tachometer is sluggish almost like it needs lubed up or it’s catching on something, (even tho the needle and shaft isn’t rubbing on anything.) I don’t know what to do. I’m wondering if anyone knows if I have to fidget with the shaft so it rotates freely. Thank you!
This is the tachometer stepper motor. The middle shaft broke out, the one that came out is in my current cluster in my car. (This is a spare not the issued one)
