go to IMAGE at the top and go down to IMAGE SIZE. make it smaller. it tells you the new size of the file at the top of the little IMAGE SIZE screen

Use Adobe Imageready. Run through the optimized versions and pick the best looking one. File size will be listed at the bottom. To get there from Photoshop, bring up the file first and then go to File and Jump to. Imageready should be listed there.
