I have one on my 3-gen. ST unit. It really doesn't increase the UNDERSTEER that much if any. But it greatly decreases the wallow and front end dive that our fwd cars have. It actually makes the back end work a bit harder as less corner dive keeps the car much more level. I run frnt/rear swaybars in addition to springs/shockes. I'm pretty neutral in handling.

After all, doesn't the addition of a strut bar also tighten the car up causing it to want to push?

As a general rule, increasing the stiffness of your front anti-sway bar tends to reduce oversteer while increasing the stiffness of your rear anti-sway bar will tend to reduce understeer. The limit may improve but the neutrality will most likely shift one way or the other.
FWIW, I believe that it is safest, for the average driver, to have a little bit of understeer in their car. Most people pull off of the pedal when they start to slide. In a push, this is a good thing (weight will transfer to the front and increase corning ability toward the front).
