DDM possible relay, bulb or ballast issue??

I have been having the infamous "2nd times a charm" bulb firing issue. At first it was only one side so i swapped the ballasts over. It then started happening sporadically on either side. I've heard that it may be the ballasts, bulbs or the relay kit. My local HID shop says thats just the way most cars behave with these kits due to the voltage it requires to initially fire. DDM has already supplied me with an RMA # to return the ballasts but i'm hesistant to go through all that trouble. This is my DD and im still not 100% sure the ballasts are the issue. Any help would be appreciated.

Considering either going back to halogen or get some oem ballasts and phillips bulbs.
