04' Maxima Cooling probblem?

Hey all, I just purchased this 04' Maxima a couple of weeks ago and I'm having a problem. My fans are not engaging when my car has reached operating temperature. I had a check engine light on for code P0118 which is Engine Coolant Temperature Circuit High Input. I changed that and still the fans won't turn on. They work when the AC is on though so I know its not the fan itself. I've changed the radiator on the car as well because it blew on me two days ago. After it was replaced the check engine light came on with the P0118 code. I've also had the Timing Chain done and also new Struts. Not sure if my shop changed the Water Pump as well but I believe he did since he was down there with the Chain. Mileage is at 150,112. Any Ideas?

Check the fusible links K and I under the hood, both are 40 amp.
