Fuse don't work

Fuse don't work
Hi experts.
When I start my 2004 Maxima. Then none of the fuse light up using tester.
When I turn off the car, only some of the fuse works.
Inside the car by driver area and inside the hood also..
Can someone please suggest where I should start testing.
