95-98 and 99-00 Fed Spec have the same stock headers.

Cattman will work if you use something to plug up egr(you will have to on stock too)
Hotshot will work, you might have to extend the o2 sensor wires.

the 02-03 headers don't have an EGR bung on the REAR header, if you will be using EGR you need to get the 97-00 FED spec headers (99-00 stock headers also come in CALI spec with a HUGE precat on the front header, so don't get those, the rears do have the EGR, the 01-03 headers are all CALI spec and DO NOT have EGR bung in the rear)

I highly suggest getting aftermarket headers like the Cattman ($$$$+availability) or ebay/stone racing (not as good as Cattman but better than stock) to take advantage of better exhaust flow

however if you are going to run turbo/SC or A LOT OF NOS OFTEN, then you might want to use the stock headers because they're cast iron (exhaust gas temperatures are significantly higher when running boost) that way the headers will hold up better at higher exhaust temperatures. If you will be ALL MOTOR then go aftermarket.

Cattman makes headers with the EGR and the Ebay/Stone Racing headers have EGR bung too (the 02-03 people plug the EGR bung) however the hotshot headers for the 02-03 do not have the EGR bung, but you can weld one on for extra $$$ to make them work.
you will get CEL codes if you remove the EGR with a 96+ ECU. 95's do not have EGR codes
