Help! little white spots everywhere!

My car is always outside but It rained for like 3 days straight and I went out to look at my baby when the rain stoped and on the hood in a oblong circle there were 1,ooo little dots the size of a pin *****.

I tried scratch-x but it didn't work ........... Anyother Ideas ????

Upload the pics to a site like photobucket.com.
