Problem With my HID'S please help

Today I installed my HID ballast and bulbs, ther problem I am running into now is that when I turn the lights on my HIGH BEAM lights come on as well as the LOW BEAM lights, I Have no idea as to why, Also when I was connecting the Ballast I connected The (red wire + positive) to the (blue wire from the headlight ) and the (white wire ) with the (black wire from the light bulb, also my bulbs flicker its like the light is moving on the inside by itself I think I have bad bulbs, can anyone help me with this? Thank you.

It's usually not the bulbs it's the ballast that is powering the bulbs that create that flicker. So you would have to get new ballast. How much I am wondering that you paid for the HID's.
