I've recently discovered a good combo for extreme poor driving conditions. Out of pure curiousity, I put in Philips WeatherVisions (these cast yellow light) in the headlamps and switched the clear foglamps bulbs back in. This turned out to be great...
The fog are cutoff low enough to cast light on the foreground and sides without causing back glare. The yellow headlamp light cuts through the fog, road mist and snow while superwhites and HID lamps just bounce a ton of light back. New Englanders give it a shot...

On clear nights...they are just like regular clear bulbs...but not superwhite. You will notice the yellow tinge on the white lane markings that are newly painted.
