Dead Inst Pnl Lights

My uncle has no IP lights at times when HL are on AUTO. He has nice bright lights when HL on manual. Needs them to work brightest on AUTO
1. Where is the light sensor for the AUTO HL?
2. Can the IP lights be hot wired to the HL controls so that they are on at their brightest whenever the ignition is on?

The sensor is located to the left of the driver side windshield defroster outlet. On cars up to 2000, the sensor is down low below the grille. 2001 and up the sensor is in the defroster grille.

Sure, But is it only the instrument panel itself or are all the lights in the dash out, too, such as the heater controls, transmission shift indicator, etc? Do the brake lights work? The dash lights get their power from the brake light fuse.

Thank you. I'm going to try the sensor first since I noticed he has a little collision issue up front. I will get back to you asap.
