What exactly is a tsb

Is it like a recall? Does it warrant free work?
I'm getting the dreaded rattle from the timing chain and there is
a TSB for it. What can I do?

I **think** Technical Service Bulletins are not so much to identify things that qualify for warranty work but rather serve as technical guides for Nissan mechanics to perform fixes.
