91 Max, Break lights problem when headlights are on

91 Max, Break lights problem when headlights are on

Hello,
When I turn on the headlights and applying the break the center brake lights works but the side brake lights do act funny. They seem to go dim on one light bulb and get brighter on the other tail light. This happens on both sides. I searched the web and some said it could be earth connections. I do not what or where is this connection. Do they mean the ground wires?

When the headlights are off, I pressed on the brake and all brakes light operate fine (2 on the side and one mounted higher on the center).

I'm perplexed at this problem and the car is not passing the state inspection now. So ny insight would be very muchappreciated. Thanks!

One more note. I check the light bulbs (1156 and 1157) they are all ok. The fuses in the fuse box are all visualy checked out ok.
