yes its normal

on a side note does anyone know if this is computer controlled so that it runs at a higher speed until the engine is warm, or simply because engines, technically speaking, run better (even though its worse for their moving parts) when the components are cold?

ECU is running a program(with the use of the IACV) to help the engine warm up quicker and properly.
