Eibach/Illumina-cut bumpstops?

Eibach/Illumina-cut bumpstops?
Hi all,
Recieved my Tokico illuminas and Eibachs yesterday from Brad @Performance Peddler.com. All went well, fast shipping, all arrived in great shape. My question is with the Eibachs, they had instructions to cut the bumpstops. since the lowering is only 1.3 or so inches do I need to? Has anyone done it with the Eibachs?
Also on the spring has a clear procetive plastic sleeve a coil down from the top. I assume that should be left on- what is it's purpose? Noise reduction?
