The instructions I got with mine a few years ago said the streaking was common. It is just a little of the excess chemicals that the mop is treated with. It will go away after some use. Don't go get another one or you will never get rid of the streaks.

Try sticking the mop part in an old pillow case with a small dry towel, then throw the whole thing in the clothes dryer (no heat) and tumble it for a while.

Uh, why not just stop using it? I have a California Duster too. I used it once, and yes it removes the dust, but then I figured a little dirt and dust doesn't hurt the car, so I stopped dusting it. If you are worried about your paint, give it a good polish and wax job and it will still shine under a layer of dust.
