Make friends with a soldering iron and buy the chip yourself.
I'd be pissed right now.Maybe someone local with good soldering skills?
An electronics shop? and of course do whats mentioned above first.

I called Avpro and asked them about your problem since I have been talking to them about a new module they are testing. He said he is still waiting for u to send the idle speed motor so they can test it to find out what is going on. He said the idle speed overloaded the ecm again and burned not just the module but a trace off the board. If the idle speed motor is not changed before you try the repaired ecm it is not covered under their warranty according to their warranty statement published on their site. He also said you told him that one of the coils tested at 33 ohms which indicates a problem with the new idle valve. They have the ecms and are waiting for u to send the idle motor as you said u would with the ecm but u did not send it. My impression is they want to get your car going but are not getting what they need from u.
looks like your "AVPRO" rep or possible spammer has spoken.
He has also posted the same message below on two different threads.
"Just talked to a guy at Avpro and apparently they have developed a module to replace the STA509A for the idle speed and the STA508A for the active motor mounts. He said they are still testing it. It detects overload and shuts down all drive to the idle valve for 2 seconds preventing damage. He said the will be selling it separate from the repair they do. I may replace mine before I have a P505 code. The ecu will still throw the code if the iacv goes bad."
