washers as wheel spacers?

washers as wheel spacers?
Just wondering about this.
I don't like how my rear rims on my '99 se are so far under the fender. I'd like to put a spacer behind them to bring them out a little. I tried a universal wheel spacer but it made the car shake under high speeds so I took them off.
My question is this. If I find washers that are all the same weight and fit over the lug bolts perfectly, do you think that would work to push out the rear wheels safely? Now I know I wouldn't make them that thick because I want to make sure I have enough bite on the threads for the lug nuts.
I would look into H&R spacers but they are too expensive for me now.
Any thoughts?

My thoughts are that this isn't a good idea because the wheel isn't in full contact with the mounting face anymore, and besides that I have always thought that using spacers soley for cosmetic reasons is pointless and needlessly adds mechanical complexity.
I also don't really see how washers would be better than cheap spacers (unless they fit on really loosely or something).
