wheel weight + rotational mass = performance?

Remember read a post of every single pound weight gain on wheel there will be decrease the performance of the car.
I had search and can't find that post any more, an orger had made an example of the weight gain was = to extra people ride in car.
Anyone had any idea what I am talking about? b/c I am come across a set of wheel that was look so nice and cheap but the downside was heavy like hell.
I wonder how would it feel from oem 25lb to 30lb or even to 35lb weight of each wheel?
I assume rear won't cause any issue b/c engine spin the front only, correct me if I am wrong.

Yes, big heavy wheels slow you down. It's even enough to throw off dyno results.

thanks for reply, but I want to know how bad it going to be (in term of feeling)? like have extra person or two in car every 5lb? of gain on wheel?
