Max, there is only one horn relay, both the horn switch on the steering wheel and the security system works off of it. Since you say the security system does get ah-going, you should now check the wiring at the steering wheel.
Remove that big horn buttom in the middle of the steering wheel. Behind it is where the horn switch will be, find the wire that goes from the switch to the horn relay, should be a single wire. You can test it by grounding that wire and the horn will blow, use a jumper if you have to. If it doesn't sound off then there is a break somewhere to the relay.
