replacing E-brake

My E-brake has ZERO tension, in fact I don't even think there is a cable in there

The previous owner got a quote of this replacement and it was outrageous.
What does it take to replace this cable $ wise, time wise, and difficulty-wise?

Oh.. 90 SE 5sp.

Go to a junkyard, find a parts car take it off of their and you'll see how hard it'll be. You won't get raped of stealership costs either.

My ebrake barely works. Even in snow. For EX during the winter I drifted alot in parking lots. Even if I slammed on the ebrake the rear tires would barely lock up and swing the rear end out. I doubt it would do much now, with the tires having traction. Should I replace my ebrake too?

Absolutely you need to make sure that your rear brakes are operating correctly first. I had one rear caliper that would not engage when the ebrake was applied. Ended up braking the ebrake cable. Replaced both and it felt better than it ever had. If I had just fixed the cable, it would not have addressed what the true problem was, which was the failing caliper. If you have drums, I say invest in upgrading to rotors while your in there. I've got calipers and brackets and used rotors if you can get the rest.
