Cam Angle Sensor Testing

I'm having an ongoing, intermintant problem with my 92 SE. It gets a flat spot sometimes when coasting or turning a 90 degree turn. The engine loses power, then catches again. It will do this on a very occasional basis, I can't make it do it again after it does it if I try to do the same thing. I thought it might be the cam angle sensor, so I pulled it and tested it. When I tested the "A" connector, per the FSM, the voltage goes from 0 to 5 V per spec. When I check the "B" connector voltage, as the sensor is rotated, it goes from 0.09V to 5V. Is this normal? Or is the non-zero reading indicative of a bad sensor?
