Max wont start

Alright my sister's boyfriends maxima will not start. He says that it cranks but will not turn over. It is a 98. What should I look for as being the problem? It is about 35 degrees out so i do not think the gas is frozen. It has about 60k miles on it. Also it has been parked on a hill and does have gas in it. He wants me to take a look at it, but i really am not too sure what is wrong, but I have not looked at it yet just from what he says.

it can be battery or fuel pump fuse or starter.

Probably not the battery. If it's turning over there is something with not enough fuel or not enough spark. Like he said it may be the starter or somthing to do with the fuel pump.

Check coolant temp. sensor. It is the "choke" for the car.

ok I got the car to start by flooring it when I turned the ignition. The battery was fine. But I let it idle for a couple min and when I went back there was a lot of gas smell inside the car and when I opened the hood after that. Is that normal? WHat causes it?

WHat do you want me to do? How do I drain the gas if it is wattery? There is about half a tank in there should I just go to the gas station and fill it up with premium then throw in some of that octane booster to get the octane up to where it should be if it has water in the gas?
