Underdrive pulley installation help

I spent 3 hours trying to get the pulley on. I loosened the idle pulley and removed the drive belt. I loosened the nut for the power steering belt, but it didn't loosen. When I tried to loosen the bolt on the power steering pulley, the whole pulley and the crankshaft pulley along with my tires would turn. I had a buddy hit the brakes, but it didn't do much. I think I'm going to hold out for an impact wrench.

Thanks a lot for your help
I think I'll try it again tomorrow. I've become quite good at getting everything off. I can do it in about 20 minutes. Well, yesterday wasn't a complete loss...I changed my oil, filter, and wheels.

There is a lock bolt and an ajustment bolt on the power steering pump. To slacken the drive belt you have to loosen the lock bolt and then turn the adjuster. How about the power steering pump pivot bolt? The Chilton and Haynes manual talk about 3 bolts for the removal/installation of this belt. Btw, has anyone gotten to the power steering pump pivot bolt?
