Checking ECU

Two questions:

When you turn your car to on, is the check engine light supposed to come on? Mine isn't.

When you turn the ECU screw, you're supposed to feel it stop right? Mine just seems to keep spinning without feeling like it wants to stop.

After this, I tried starting the car and it would just stall, so I turned it to counter clockwise for a bit, then it started and didn't stall. The engine felt weak. I tested 0-60 and it was 9.5, 2 seconds slower than what I have gotten before. I the screw counter clockwise some more, then the engine felt back to normal, also the check engine light now comes on when the key is in the on position, I was relieved. Just to make sure everything is back to normal, what position is the screw in when it is normal (as in, what angle is the hole where the flathead goes?) Sorry if this sounds confusing.

The screw slot should be vertical. (up & down)

make sure to be careful when you adjust the screw. overturning it will cause damage to your ECU.
