About the accelerator and Cruise Control cables

My accelerator and cruise control cables are loose. Should they be tighter?
Also, the red arrow in the picture shows another piece (for lack of a better word) that is loose. Could this affect throttle response? I'm gonna play with it a little bit now, but i just wanna know what you guys think. Any help would be greatly appreciated. thanks.

There should be a little bit fo slack in the cables. If you push or pull on them they should give about 3/8" inch or so. You dont want them completely tight, it will mess up your idle. (I learned this from experience)

oh man, that stinks, ill try to explain it the best i can.

It's the little curved piece of metal that the accelerator cable wraps around. It's on the outside of the throttle body pointing toward the RIGHT headlight. You may not be able to picture it but if you look under your hood you should be able to figure it out. And while your there, when you find it, wiggle the piece and let me know if its loose PLEASE!!!
