Driver side Courtesy light/anti theft problem

I recently bought a 98 GXE that had been repaired after being totaled. Anti-theft doesn't work and my only indication of a problem is that the driver side courtesy light doesn't work. What's weird is that the voltage to the prongs is 12 volts with no bulb in it and drops to zero when you insert a bulb.

I'm figuring they mis-wired this.

Anyone got any ideas or even better the service manualpages for the anti-theft and the power lock circuits?

Why does it "not work"? I mean, what are your indications? Does the alarm not arm? Does the security light not flash? Check all switches: one in each door, trunk, hood...
