Humming Sound from Right Front Wheel

I'm geting a humming sound from my right front wheel. It started the other day and got louder quickly. I replaced the brake pads. While doing this, I noticed that the nut holding the wheel on the axle was loose and tightened it. There was a minimal change to the noise, I think. So, I switched the front wheels to see whether it might be the tire making the noise. Again, no change. I changed both axles about 6 weeks ago. Anybody have any experience with this sort of thing? I'm guessing it is either the axle or possibly the bearings? Not sure what either would sound like.

It sounds just like I'm riding on a flat tire. Any input will be appreciated.
