Yea i have a 99 with two remotes and only 1 key, i want to get 1 or 2 more keys. Can i just get my one key copied at the hardware store or do i have to goto the dealership cause there special keys with microchips in them?

No, many Locksmith's can make and program the key's for 99's. Just had mine done a few months ago, for $45.

dealerships should charge like $55 for the programing, but i dont know how much for the keys.

I personally do VW's keys all the time. You cant do it without the scantool.
