If it only happens while turning the wheel, chances are that it's power steering related. Especially when you have it at full lock.

You say it sounds like a belt, have you checked them out? Have you tried to pinpoint where the noise is coming from?

something is "clogging"/ stopping/ slowing down the PS fluid tube.. make sure your tubes/hoses are not hanging in the way of the steering mechanism.

check the power steering belt to see if its condition and if its slipping when you turn. If it looks like its slipping, you can try a bottle of crc belt conditioner... it makes the belt stick better. Under what conditions does this usually occur when you turn your steering wheel?

Just check the belt or may may be the power steering pump has a leak .Suggest you to replace the belt along with the power steering pump kit which consists of gaskets o ring and what not

MAN just check the tension of the belt you just need to tighten the belt. unless your car has 200000 on it the odds that your power steering pump is bad are not very high. do automatically asume that something big is wrong just try to tighten the belt there are a few ways you can do this if you want detailed instructions on how to do this PM me.

your brother was on the right path - it's your power steering belt. 100000000% guaranteed. replacement takes about 15 minutes for someone with a basic set of tools and the wherewithal to turn a wrench or socket.

did you check your half shaft boots????
and if you decide that you're changing the PS belt, make sure you turn all pulleys, escpecially the PS pump pulley to ensure its not a bearing or something while you have the belt off.

So what again do CV joint boots have to do with screeching when turning the wheel?

when all the grease went out of the boots on mine the u-joints screached like a SOB, just something to check, not hard to see.
EDIT:
Forgot to ask if it does it when the car is stationary and you turn the wheel??
