Could it be done? Yes. Anything is possible if you spend the dollars. But you would be better off to start with a 3rd Gen (complete with IRS) and go from there.
It isn't that it is a terrible idea- it is just that implementation is unrealistic. At an $8,900 high-side value for an outstanding 1999 with every option and under 10,000 miles, the cost of the IRS conversion outweighs any benefit that it might have, other than the satisfaction of doing it.
It is, however, you car. Do as you see fit. But I will still laugh at the concept of an IRS conversion, even if I respect the execution.

Yea man I def can't wait to see the finish project, alot of people on here are beeing negative about your idea but u built some pretty nice cars man, I like to keep my mind open to anyones creativity fam so Do yur thang homie... it's your whip..your money.. and the turn out should be hot.

the rims IMO would definitly need to be matched with coilovers so that you can tuck them under the flare a bit.....if possible.
those infinitis look f*ckin sexy.
as for the pebble beige comments.....it does suck lol. the only way id like it is if i had a CF hood.
