power window electrical issue

so i drive a 95 se, and the only power window that works is the driver one, my first thought was that the window lock was stuck so i switched out the control panel, still nothing. there is power going to the other windows and when i connect the driver control panel to the passenger side i can then roll down the passenger window with the driver button. what is causing this?

So you are saying that when you changed the window switch, it worked. Correct?

I still think you have an issue with the lock signal. Switch, wiring or the drivers door module that the signal goes to.
Check out the FSM in the EL section.
On-board Diagnosis — Mode IV (Power window
monitor) HOW TO PERFORM MODE IV
If I read it correctly the mode will lower the diver window and stop it when lock is depressed.

Then you're having a window lock issue.
