should i tighten the thottle cable?
You won't actually improve your actual times with this, although you might feel more pull. Usually your throttle cable is fine, neither of the Maxima's in my family have ever had a loose feeling. Overtightening is also bad and will make your idle go crazy.

there is a small plastic block uder the gas pedal, put there as a factory saftey procaution to keep you from actully going wot take it out and you shall feel like you have a little bit more extra throttle to play wit
I certainly wouldn't cut the throttle cable
but after I "properly" adjusted mine the throttle was definitely more responsive. The manuals all say to loosen the locking nut and turn the adjusting nut until the throttle drum just begins to move - then back the adjusting nut out a turn or two and then tighten the lock nut. Hope this helps.
