96 Hard Starting Issue cold and warm

Hi I have a 96 and while it will start, it takes several attempts and seems to want to "catch" when I let off the key. Like, I crank it and then as soon as I go to let off it'll either start or almost start. It does this both cold and warmed up.
Once started the car runs fine.
Things done so far:
New NGK plugs (it needed them)
New air filter
New fuel filter

Posssible faulty ignition switch. Common problem. Maybe first try spraying some contact cleaner in the key slot.

The lock and ignition switch are separate.
Spraying contact cleaner into the switch does not solve this issue.

Replace the switch.

Am going to pull the switch and check it out. I will update as to what I find. There's a video by a boredmder that's pretty detailed.

I solved a 'hard start' issue on my '96 I30 by doing two things: Added more ground straps between the starter and the battery, and replaced the fuel regulator.
