Advice on Buying Struts/Shocks

I was wondering if it is better to buy new or used shock/struts?

get new shocks so you'll know they'll last longer and you'll get the full effect.

new or pay almost nothing if they are used so you aren't that dissapointed if they blow.

Under no circumstances should you buy used suspension components. If I were you the H&R or Eibach springs with Tokico blue shocks offer an excellent upgrade. Lowers the car around 1.3" and makes it corner incredibly well. The ride suffers a bit but you get used to it. If you dont have a front strut tower brace (FSTB) get it as soon as possible. 17" wheels with 235-40 Z tires would also be a plus if the money is available. You dont have to do it all at once.
