Brake light
Try your brake light switch also, make sure it's not stuck. It's the little switch that goes in and out as you apply pressure to the brake. My brake lights used to not work, and then I spayed soem cleaner in there and it worked again. Just follow your brake up and you'll see the litle switch

The light came on in a cold weather and then went away. Now it is back and on all the time. Hand break is completely down and the switch is going in and out just fine. It is not stuck. How could the break pad turn that light ON?
Sorry mna no clue regarding the brake pads. Try removing your fuse and putting it back in, or disconnect your battery for a while mayeb the lights are siezed up.
