Condensation in fog light

Condensation in fog light
I've had condensation in my driver's side fog light for a while now, I thought it would just go away, but it hasn't. Any ideas on what I can do to get rid of it and how it got there? none of the other lights have condensation on them anywhere on the car. Should I try sealing the outer edge with silicone? How would I get the water out that's already in there. Thanks guys.
