Technically, the ride height is controlled only by the springs but it's recommended that you replace them together - the new struts will be specifically valved to match the new spring rates.
Not only that, but it just makes sense to replace the struts while you've got everything apart. If you've never replaced them on your 2000, the factory ones are probably shot.

I would also go with adjustable struts to better control the ride. Some of the springs are much stiffer than stock and most non-adjustable aftermarket struts don't provide enough dampening - making the ride seem wierd. You'll be able to tune the strut to match the spring rate with the adjustable strut.
