First of all, brighter is a misnomer on this topic. The "brightest" bulb will not match the color of your HIDs if that is the direction you're going in.

What is it you're trying to do? Are you shopping for high beams and fogs that match your HIDs?

(assuming you have the stock HID's)
FYI... the color spectrum is the brightest around 3K,.. which gives out a yellow output,...the stock bulbs are 4300K which is pretty damn good... the stock foglights are halogen and you would need an entire HID kit that you would need to wire up and mount up somewhere.. its real easy.. i have a 5000k kit and it matches pretty good...umm lets see.. the stock bulbs are 35W and you could get 50 W bulbs around 4300K and see if that helps but im not sure if you would need to upgrade the ballest.. and finally.. 6000K bulbs (dont go any higher) will give you a slightly bluish color but actually the output is slightly less then 4300K... ok im done rambling.. if u need help PM me.....oh and i dont know crap about what brand is better blah blah.. but when it comes to HID bulbs.. most of the time you get what you pay for.. but like anything there are certain brands that are a good bang for their buck..
