The NISSAN ESM lists the H3 fog light bulb as a 35W bulb. Many posts here have said that the stock bulbs have been replaced with PIAA Super Plasma (oe Super White) 55W bulbs. Will this cause an overheating problem with either the wiring harness of the fog light assembly itself (or are the stock bulbs rated too low to start with)?

Also, if the fog light is uprated to a 55W bulb will an H4 60/55W Super White in the headlamps be okay (as opposed to ugrading the wiring harness and going to a 80/80 bulb)?

Well they be wrong. It says right on the stock bulb 12V 55W So you have nothing to worry about...
