LIM actuator intermittently works 2001A/T

OK after replacing injectors plugs and a load of other issues in the last years im having another issue ive isolated.
the LIM throttle plates are not closing as they should at idle and at low speeds.
its a sometimes they close and dont issue

i did start it up and pulled the vacuum line and the plates opened. But then i reattached the vacuum line and it didnt close as it should.
in troubleshooting here should i suspect a VIAS solenoid?
when I pulled the UIM i detached the solenoids to clean the UIM. I know there are o-rings that came out and those went back in too.

Well ok i just figured out that the plates open back up as the coolant reaches 131F or the coolant os below 50F
So i assume thats why its open sometimes tben closed
So I feel stupid now but my car is running like **** and its just sometime picking up great and performing amazingly great then sometimes ****ty

just wondering what are those throttles supposed to do?
i was trying to look them up and nothing..

Couldn't find an exact answer either. But I'm pretty sure they are iacv related. Aka the way it chokes itself on cold starts. Makes sense based on what you said and what I've observed. I just removed mine, ported, and polished both lim on both my 5th gens a few days ago. I also did my own version of the vias fix that's more permanent as well as easier to readjust than the j.b. version. I have jb weld lol...

Are you talking about the swirl valves? They're unnecessary. I think it's a BS emission thing. It's supposed to make more complete combustion at idle by mixing the air/fuel better.

Im considering the transmission being the issue with the car.
My logic behind this is that usually when the A/T downshifts which means im deccelerating fron 45MPH to about 30MPH then I begin to step on it again
it just flattens out like its still in a bigger gear from peviously accelerating. Sometimes it will backfire and ill hear a "popping noise"
If I use the 1rst and/or 2nd gear feature it runs great but after using the "D" feature A/T it just intermittently accelerates in an abnormal fashion. I changed the A/T fluid back in 2014 and maybe it just needs to be changed?
im pretty confident to say the motor is fine its maybe a sensor or an electronic solenoid somewhere in the A/T
or the damn ECM

He's right double checked the fsm. I had a suspicion that they may have been vias related as well from various readings on the all to trustworthy never misleading internet...
