A/C recirculation only works when I rev the engine

I've posted this here before and never got it figured out. The weather is getting too hot to not have recirculation, it makes the air work so much better.

So when I push the recirculation button in nothing happens, no light and the flap doesn't close. But when I blip the throttle in neutral or I accelerate from a stand still, the recirculation works for about 2 seconds. The light comes on, the flap closes, the air gets louder and then the flap opens right back up again and the light goes out. I am completely baffled by it doing this.

I replaced the climate control module with another one and it's doing the same thing. I got underneath the dash and confirmed that the flap is closing and opening right back up again.

I have replaced all of my motor mounts with factory OEM mounts, so it's not the motor resting on a wire or moving around. Also it doesn't turn off and on when I'm on the highway...only accelerating from a standstill or revving in neutral at a standstill. It still turns itself back off even if I hold down the gas.

Does anyone have any ideas or has this happened to someone else? I would be eternally grateful if someone could chime in! Thank you for reading if you've gotten this far.

I think it means you are low in R134a.
