Replacing ballasts?

Hey guys, I opened my headlights up not too long ago to black them out and unfortunetly I didn't seal them up correctly and condensation built up in them. Both of my headlights were working at the time and then a couple of days later, one of them decides to go out so I figured it was the bulb. Next thing you know, the other ones goes out the next night. So... I went and bought new d2s bulbs and installed them and it still wasn't the problem. I finally checked the ballast to see if it was getting power and the wires going into it were getting power but the wires from the ballast to the bulb weren't. Is my ballast messed up or is the wire that connects from the ballast the bulb messed up? The wires and the ballast were damp from the condensation dripping on them so I dunno. If so, can I put aftermarket ones on instead? Do I have to buy a bi-xenon ballast? Let me know if anybody can help because as of right now, I've been driving with my fog lights lol. Thanks.
