Air tube from catalytic converter


The attached photo is from another forum member. Question, what looks like an air tube exiting from the cat converter, to the right of the circled flanges in the photo, what is it's function? Doesn't it appear that there should be a tube of some sort connected to it? Is it simply open to air and water? Can't be, right?

I believe it is nothing more than a mounting nipple for the hanger (to support the exhaust)
