Installing lower engine cover / splash guard

My car had a zip tied, shredded lower engine cover, I took it off and ordered a replacement. When installing the new one, the part where it attaches to the front bumper cover, does the splash guard go over or under the bumper cover lip?

one of these here ;P not the OEM since $100 for a piece of plastic hurts my heart.

By under, you mean this piece is closer to the ground ? or the bumper cover is closer to the ground.

When a suicidal racoon took mine out I remember the rivet->belly pan-.>bumper or attachment point. Hope that helps.

one more question, do you know if the bolts that hold the back part (part towards the rear of the car) are the same as the at the front? Mine has no bolts for the back... so I need to buy some
