What kind fo whine is it??? Does it change with the speed of the engine???
You might try a noise filter in the power line of the AMP. I got the one from radio shack. Get the more expensive one, it seems to work better.
Make sure the ground is clean and by itself, not attached with another ground.
Sometimes you have to run the power line from the battery by itself. If you do make sure it's not near any other power lines.
Some AMPs are just noisey. Not much you can do.

Emphasis here is on a good ground.

I'm going to take what abunai said and go a little further: if you don't have a separate power line wired from the amp to your battery (with an inline fuse, of course) you're wrong.

Do you have aftermarket spark plug wires? If so, change them back to stock.

unlikly unlikly unlikly.

Let me ask you one simple question...Where are the power wires and where are the rca's? If they run down the same side...Slap your self.

Like I wrote before keep the power wire away from any other power lines. Where is the AMP mounted???? Remember that the fuel pump is in the gas tank. It's a major sorce of noise.
You can try to get a wire shield from a electronics store and shield the power line. Also make sure the engine ground is clean and tight.
