Who determines Max Perf and Ultra High Perf categories anyway?

Is there a standard used to determine if a tire is Max Perf or Ultra High Perf, or are those just arbitrary TireRack categories?

No it's not TireRack making the standards. There are requirements the manufacturer has to meet. Like it has to be able to ride at a certin speed for a certin time with no prolems. I think weight and softness of tire compound may be involved.
