Sustaining a 2000 RPM idle?

I'm in to dB drag racing, and was wondering if there was anyway to sustain a 2000 RPM idle, as that is the maximum idle allowed in dB racing. On my old 90 camry, if I pulled this one vaccuum hose, it made this throttle opener pop out, and it sustained a perfect 2000 RPM.

On a side note, does anybody know if dB racing is average SPL or peak SPL?
