Braking is worse with larger wheels?
I've recently upgraded from a 96SE that had 215/60-15
to a 06SE that has 245/45-18. Is braking suppose to
be worse with larger wheels? I used to be able to coast
in traffic and brake comfortably at the last moment. But
now I have to brake as soon as I see red tail light in front
of me. Braking is not linear.

The large wheel has more rotating mass.
So the answer to your question is yes, the larger the wheel, the harder it is to stop it from rotating.
It's called unsprung mass. It effects ride, handling, accelleration and braking.
