Ebay bulb experience (bad)

Just wanted to see what you guys thought about this. Bought a pair of bulbs (9004, 100/80W) off Ebay for $16.99 + $8 s/h. The dude has 1000+ feedbacks, only 20 of which are negative, but the dude is based in Taiwan. I decide to give it a try.

Well, got the bulbs today after about a 1 1/2 weeks and one was busted up (glass was cracked and open)! Packaging was somewhat subpar--the hard plastic case was surrounded by two sheets of small bubblewrap and stuffed in an envelope. Well, contacted the dude today and he said I could:
1. send the stuff back, pay shipping both ways, he'd send another pair
2. he'd send one new bulb if I paypal him $8
3. he'd send a new pair if I paypal him $15.

Noticed on the postage label that he paid 115 NT$ or about $3.50US.
Is this guy being reasonable? Ever deal with this guy (Huang, aka Jus4bulbs, aka NTBK)? Right now, am planning NOT to pursue buying more from him and just ending it with a negative feedback. What do you think?

Is it really necessary to buy bulbs from taiwan...you couldn't find anything a bit more local?

I do business on e-Bay and I say if you received a broken item its not your fault. He should have packaged or shipped them differently and it is his fault if they are broken. He should send you 1 new bulb free of charge. Otherwise leave him a negative feedback but he will probably do that same back to you.

update

Well, I refused to pay more money to get a replacement bulb. Strange...after I emailed him to say I wouldn't be paying and that I had posted negative feedback, he says, "OK, send you one bulb free" (NOT!).

It has taken me 2 years to build up a solid 33 positive feedbacks, including a few seller ones. As anticipated, the dude reciprocated my negative feedback of him, with his own of me. Strangely, he states he wants to solve the problem but I refused to email him(?). Although it definitely hurts me more than him, I definitely feel it's worth it...if only out of principle. What kills me is, looking at his feedback, someone else got damaged goods from him but considered it a plus that he was able to pay more money to get what he should have gotten in the first place!!!

Anyways, should be getting a pair of Noyka bulbs soon--this time from a guy who spells out his (very fair) return policy clearly, so no scamming.

One of life's lessons I guess....
